Greater transparency brought change to police departments — and then a reversal

Departments that agreed to publish their traffic-stop data reduced stops in Black neighborhoods in the short term. But within months, a study co-authored by Yale SOM’s Minjae Kim finds, they were stopping more drivers in those neighborhoods than before.
